The tool is attempting to execute a missing or empty formula.
Breaking down the error message below in the Formula tool, Parse Error at char (0) tells you exactly where the issue is: remembering that Alteryx Designer is 0-based, the error occurs at the zeroth character, i.e. the very beginning of (Expression #1), which is empty in this case.
The Multi-Row Formula tool also identifies the character position, and only uses one expression at a time, so it does not need to identify an expression number.
