Transforming Data from a single colum

I have a data copied from web that comes out in one column when I transfer to excel.

Would like to transform the data into below

Appreciate very much some guidance as this is quite a complicated one for me.

Are you missing a  ":" and a value of registered voters on line 7?   110924 I assume?

Yes. Sorry. Suppose to be Registered voters: 110,924.

This surprised me a little how many small details there were, and used more tools than I like, but it solves it.

The data above is using the constituency number as a field. If for instance I have multiple constituency, how do I move forward?
