Send Email if workflow error

Hi, 

I would like to send an email if workflow error. 

I use event they said can't connect to server.

Do I need to fill port? if need, where can I fill it? (I've tried both way)

and How can I set error message in each state of my workflow if it is error? 

PS. I have used Email Tool before and it sent.

Have you tried adding the port number to the address

smtp.mycompany.com:25

I am facing the same issue, just recently upgraded to 2019.4.8 and am receiving error message "Could'nt connect to server" when trying to send e-mail as an event. The same configurations works fine however when using the e-mail tool:
