Select records vs. Sample

In using system generated excel extracts, we often have to skip 5-6 rows of the input data at the top to get to the meaningful bit. 

Appreciate that we can use 

1. Sample -> skip first n records; or 
2. Select records -> n+

Just out of curiosity, do advanced users have a preferred method / any reason to pick one over the other?

There's a configuration option in the input tool where you can choose which record to start reading from. If things are constant, that's my choice.
