Rows to Columns

Hi. I have the below data and need to change the first 3 rows to columns, so that each metric will have the year, month, sales, and forecast. How can I make this possible?

	Sales	Sales	Forecast	Forecast	Forecast
	Sep	Oct	Nov	Dec	Total Yr
Metric 1	10	20	15	10	1200
Metric 2	40	80	15	35	1300
