Pick 1 column each from 2 files and count the combination in 3rd file

Hi Team, I have   3 files and I am trying to achieve the following

File 1

File 2

File 3

Expected :  Take ID from File 1, Find count of  distinct 'Grades'  - 'ID' combination in File 3 for all the  'Grades' that appear in File 2. All the columns from File 1 are to be retained with a new 'Count' column added.
