I am currently using the 32 bit version 10.6 and there was an update done to the Oracle OCI DB that required modifying the TNSNAME file.
After the TNS file was changed, I was unable to connect to the DB via Alteryx. I get the aforementioned error every time. I am able to connect via Brio and a confirmation was also done with SQL Developer.
Since you are able to connect to Brio and well as SQL Developer, I suspect there is something in your firewall that is keeping you from connecting to Alteryx. Your admin may need to whitelist Alteryx in order to for you to connect. Contact your Oracle DBA for more information (see https://community.oracle.com/thread/363885?start=0&tstart=0 as well).
