Multi Row Formula - Values for Rows that Don't Exist

I'm using the multi-row tool for a couple different time ranges of rolling averages; 2 qtr, 3 qtr, etc.  No matter what the range however, the first row(s) are generating using whatever selection I've made for "values for rows that don't exist". Regardless of which option I choose though, those first respective rows are not exactly what I need.

If i'm looking for a rolling 3 qtr average I want the first two quarters to be returned as nulls since there isn't 3 full quarters of data at that point, and so on for each of the rolling ranges I've selected. 

I've attached a workflow that has text inputs of the inputs, what i'm getting and what I want.

Any help would be much appreciated!
