Is it possible to overlay two maps on top of each other?

Hello,

 

Let's say there is sales territories within a state.  Some territories are defined by county lines and a few are by zip codes.  Therefore, some counties will have multiple territories within them.  How can I show a map that have both the zip code territories and county territories thematically depicted?  See example attached.

Nevermind. I forgot the report maps tool can take multiple inputs.

I guess to make more clear in case someone else has the question, I took two data streams and put them both into the same report map tool.  I brought both polygon layers  in under the "layers" tab and put the smaller territories (zip codes in this case) up front with an opacity of 80 compared to the county opacity of 50.  That way they pop out.  I unclicked "show in legend" option in one of the data streams so the legend does not double up on the map.  That worked great.
