I am unable to read in .del files using an input box. Reading in normally with an input works fine.

Do you mean the File Browse tool connected to an Input data tool via an Action tool like below?
I would try setting the file type on the Input data tool to CSV with the delimiter set as \0 as shown here.
Yes I mean the file brose took connected to an input via action.
Tried the /0 delimiter, still getting error.

I was able to reproduce your problem and got the same error.
I resolved it by changing the configuration of the Action tool as shown below:
1. Change Action Type to Update Value
2. Select File - value
3. Check Replace a specific string box
