fte appears to equal .000497

I think Mark got it wrong (I'm guessing it's just a typo), but 4.97e-03 = 0.00497 so just a little bit above 1 - nowhere near 1.01 so it falls into your ELSE and returns the existing value

 

Always check the scientific notation 🙂
