I think my problem is solved. I just deleted everything and reinstalled everything.

I had the same error message.
The issue was that I tried installing the intelligence suite (2022) prior to installing designer (2022).

I installed the designer (2022) first, before installing the intelligence suite.
That fixed the issue for me.
