Generate Rows Question

I have 3 columns: 

First Name, Boarding Group (can be from 1 - 30), and Registration#

Some passengers don't have a Registratoin#. I want those passengers who don't have any to be organized to a correspnding boarding groups where 10 people must be in a boarding group and there are 300 people total on the flight (Registration # spans from 1 - 300).

How can I assign them using the generate rows tool? 

I have created a new field called 'RowCount' however how can I create the conditions for this to iterate so all passengers can be in a boarding group?

Please check if the attached solution is what you desire.

I've only done for generating only 3 groups 1,2,3. Please do the same until 10.

If this is not what you desire, please send along sample data and ouput required
