What formula can I use that populates the state column with the same number as either the county, city or district column?

@garretwalters12 how about something like this? It gives the desired output for the views you shared. Not sure if city/district are always the same values in your full data.
Add a formula tool and specify State as the output column:
IF state=' ' THEN [city] ELSE [State] ENDIF
I'd follow this approach.
What kind of formula is this? I thought once you write EndIf it ends the formula
each IF needs a matching ENDIF, so when you nest them together it has the cascading effect of checking each of the fields .... just in case the field you first checked is also null
