Error Message when True anchor on filter is empty

We are using Dynamic inputs and import sheet names to bring in specific file/sheet as in input on a workflow.  I would like to add an error when the true anchor of the 2nd filter tool is empty - meaning its not finding the fullpath name as specified in the filters.  I can't get this to work.  Can you look and see what I'm doing wrong?

Try using a count records tool before and evaluating against that:
