Equal records tile skipping an entire tile value

I am trying to split my data set into 6 equal records using the don't split tile on field option. My data isn't evenly distributed, so the tiles are uneven which is ok. There are times when they are so uneven that an entire tile gets skipped. For example you can see below that my tile field is called Recency. There are so many in the first bucket that the entire second bucket is skipped.

 

My question is how would I go about creating a tile method where it wouldn't skip an entire bucket?

Can you upload a small sample of your data so we can get a sense for what you are trying to accomplish?  If we can replicate what you are seeing we can get a sense for if it is behaving as expected or look at workarounds.
