Converting a hierarchy bottom up to top down

Hi,

 

We are trying to convert the attached list that represents our department hierarchy.  The raw data goes from bottom up and I need to swap it to top down. When going left to right, the last column without a null value for each record is the top node.  The column to the immediate left will be 2nd level etc.  As the number of levels per record is inconsistent, it is not a simple flip. Other than indicating the stop point, fields with null values need to be ignored.  Below is an example if input and required output and I have attached a full dataset.

I have thought about using a tile tool, but I haven't quite got my head around it.  Any tips or pointers would be greatly appreciated.
