Provide an option to make "Show annotations on the top" be the DEFAULT setting

I would like to have all my annotations show on top of the tools by default. I can change them one at a time, but I would like to be able to change the default setting to be "Show Annotations on the Top" always.

I personally wouldn't want this to be my default (and I don't think this is the change your asking for) but having the option in the User Settings>Canvas menu would be good for those who want the option.

I agree. It would be nice to have the option in user settings. I prefer to always have annotations showing and now have to individually update each tool.
