question on multi row tool

I have the data below.

I need row 2-5 to be 017 and row 7-8 to be 088. 

I used multi-row function

but the result is as below.

Why is the formula only applying to one row only? How to fix it? Thank you!

Change [row-1:number] to [row-1:newfield]. That should do the trick!
