If I were you, I'd ask your DBA group if they modified the database or upgraded Oracle. Assuming no changes happened in your Alteryx environment.

I looked at the sql.net file and i see the same settings for server and client (encryption type) - there was an upgrade to the oracle database based on the application
but the thing is i can connect with no issues from SQL developer tool

Developer tools tend to have a bevy of drivers, so they can connect to databases regardless of version. Then, of course, they won't tell you the driver they used.
I'd say, upgrade your Oracle client, but that can be.... troublesome. If you install a new version, it will take the place of the older one. Could spell trouble if you have an old version of Oracle. (we recently decommissioned a 9i database; I was so happy to kick 11g drivers to the curb.)
If you load a newer Oracle OCI and things go belly, well, there are articles about how to uninstall, remove files, remove items from the Registry, etc.
https://docs.oracle.com/cd/B16255_01/doc/install.102/b14312/deinstall.htm
If you need both an older and a newer version., you need to remove the older one, install the new one, then reinstall the older one. That's way the y will play niver.
Good luck and I seriously mean it.
