moving nulls into the same column as above

Hello all my data looks like this 

City	Name Min	Min Value	Name Max	Max Value
New York	Paper	1.2
New York			Metal	2.2
Boston	Metal	1.1
Boston			Paper	3.2

But want it to look like this

City	Name Min	Min Value	Name Max	Max Value
New York	Paper	1.2	Metal	2.2
Boston	Metal	1.1	Paper	3.2
