An workflow example

You will need to convert your Date field to a correct date format.  You can then sort by ticket ascending and the new date field descending.  Use the Sample tool to take the first Ticket row and then join that back to your original data using Ticket.  Sort again by Ticket ascending and the new date field ascending and then use Select to get rid  of the extra fields.

I mainly used Tile, Summarize and Join tool.
