excel , in each row in column i have value range from 0 to 9. which altreyx should identify 0 as 2020 , 1 s 2021 , 2 as 2022 ,3 as 2013 , 4 as 2014 , 5 as 2015, 6 as 2016 ,7 as 2017 , 8 as 2018 and 9 as 2019 (2013 to 2022) as this will consider last 10 years( dynamic and the next year it will 2014 to 2023).
So can any one able to help to build condition ( this dynamic as every year last 10 change from existing year)

It can be possible through 'Multi-row formula'. Enter 10 in 'Num Rows' and take value from 'Row-10' in current row.
If you can provide the sample input and expected output, it will be easy to answer you query in a better way.

I have attached a sample excel , here the date calculation is dynamic based on current year to calculate to last 10 years(i.e 2022 -2013) as next year it calculate based on that year to last 10 year i.e (2023-2014) and value shown in the excel are in not in order it is placed as random

as i have mentioned in the main question it should identify 0 as 2020 , 2 as 2022 and 3 as 2013 etc

I think I've understood you, you get the value column and you want to work out the year from it. So 2 would be 2022, but 3 would be 2013 (as it's not yet 2023).
If so, this workflow/formula tool should get you where you need to be :)
