inventory sku substitution workflow logic needed

Question

I need to create a workflow that replaces my original SKU order with potential substitutions. The substitution skus can only be used at a first come first served bases(prioritizing store raking). Attached please an excel file showcasing my original order, how data is flowing and what the output should look like.
