how to set up the multi field formula and Multi row formula

could you please share the workflow with a sample dummy data? Or describe what you want to achieve.

Generally when you use formulas they apply to the whole columns so they should work for all the rows, including those highlighted by you.
Judging from the picture only - I think you might need to change the whole approach - not to work on tables that are easily readable for humans, but to manipulate the data first, and then creating tables at the end - when all the calculations are done.
