filter data when the value changes and the value right before that (previous value)

the new field column is flagging whenever the "Decoded Value" changes for a particular "DID". I want to only keep the data whenever the "Decoded value" field changes for a particular "ecuAcronym" and "DID" and also the row right before that value changes. 

 

I feel like its pretty simple to do but I am confused. I am attaching the INPUT and Desired OUTPUT files.
