creating a decades column

I'm unsure how to create a new column with the corresponding decade 

YEAR

1920

1998

1988

1995

2002

2002

2013

2021

I want to group them in their decades but I want the two 20's decades separated as 20's 1 and 20's 2.

This should work:

The formula gets the 3rd digit and appends it to  "0's " then adds the left most digit.

I use a Multirow tool to check if there only one ore more same decades.

By separating the two 20's by 1 and 2 I take it you want to differentiate 1900s vs 2000s?

If so why not just have the decade include the 19 or 20? i.e. -
