copy from above line and add new row based on missing column value

I have a problem like below, this is end of my work flow, am unable to get a formula or pick a tool in my work flow for below , in pay_tpe column I expect either home or host for same person, if it is missing I want to insert a row with either home or host based on missing value, the complete row can be copied from above but missing value in pay_tpe will be based on condition.
