computing ratio with column values

this seems like a simple problem, but im unable to figure it out. basically I want to be able to compute the 2nd row / first row to give me a ratio -- in this e.g. 0 / 13084

I think you need to use muli row formula in order to do this.

You will have more than 2 lines in real data?

This will give you an idea. @Emil_Kos  is right about the multirow tool.

I have a feeling it is not as simple as it looks. Please give the full scenario.
