Why does the If formula give me the other output instead - should be "Yes" instead of "No"

Hi,

I faced an issue where the If formula give me the "No" outcome instead of the "Yes" outcome. Suspect has got to do with the way I arrange my workflow, can anyone help with my situation? I have attached PNG of my workflow.

I found out its due to another issue which I have fixed. Now I am experiencing a IF formula issue instead..
