Wanted to rename a file based on a date column

I wanted a rename a file based on a date column called 'Report Date'.

 

Right now the value inside the 'Report Date' column is 2023-07-31 00:00:00

 

I wanted the file to be renamed as workbook_31-07-2023.

 

Is there any way to do this? Please help me.
