User input in Filter

Hi.

Suppose i have a field named City having values like New york,London,Sydney etc.  i need to use this field in the filter but the filtering need to be done on the basis of value selected by user while running the workflow.

suppose if user wants to run workflow for ,london then he can choose london from dropdown and  data gest filtered using filter tool.

Please help.
