What country do you live in? It's either that, or your IP address (usually mapped to country) is the issue.

Thank you for your response. I am from India, and I’ve already tried using both a VPN and my personal hotspot data, but unfortunately, neither approach has resolved the issue. I’m still encountering the same error message related to export control.
