Unable to create fixed cell size for blank rows

Greetings !

I find difficulties to create report that contain blank rows.
Plus, i also not found how to create top and double bottom border for 'total' row.

Below is my desired output :

My current result, not looking good :
The blank row size become really small.

I have tried add spaces into null columns , but it the row still not as normal as other columns with data.

If you add spaces to your input (or some other invisible character) does it expand that row?
