US geocoder tool - what's wrong with my ZIP9 output?

I need to assign our 4M+ patients Zip9 fields so that I can assign them a census block.

Granted, not all addresses are accurate, but 99 % of the addresses can be geocoded on Street, Zip5,Zip7 or Zip9 level.

However what I don't understand is why all the STREET GeoLevel addresses are not assigned the Zip9 fields?..

Any suggestion is appreciated.
