Troubles with IF formula

I've been trying to cap an amount using the IF formula, and it seems I can't complete the function. The first photo is before finishing the function, and after

I attempt the final Else it compromises the full equation. If you know of a better method to handle this problem please advise. Thank you for your help.

Solved. It was a quotation mark problem.
