Transposing 2 columns into dynamic rows

I have two columns in a table - 

state_capital.png

I am trying to convert it into the following table -
state_capital_output.png
I have been trying to use transpose, cross tab and multiple methods but I am not able to get the desired result. Any suggestions?

This is a great use case for the concatenate function in the Summarize tool:

Thanks Alan and Carlos for your reply. I have now edited my original question. Sorry for the confusion. I don't have a concatenated data. I have a file with two columns which I want to transform to rows.
