Transpose Issue

Hello,

I am trying to transpose three rows into three columns using the transpose tool.

Current State

Entity

State

Value

Desired State

Entity    State   Value

I started a workflow ( please see attached) but it only transponses two columns or it mixes the both the value and state data into one.

Can someone assist?
