Track of change by Month and generate a new column

I need help.

The flow have to generate a new column RT_changed based on the changing in the RT column by Month. 

Please find attached.

what is the logic for RT changed column creation

The logic is For a given "Titl"  if there is a change in column "RT"  over different month then the RT_Changed will be an "indicator" with yes or no.

For e.g. In this case

For the given "Titl"  A in Row 3 ,  RT - A1 changed to A2 in April 2024. "The one marked in Yellow". So if there is a change it will be Yes or No.

Titl is A and RT is A1, then why it is marked as yes in mew column?
