Tools are locked

One of my team member -has Alteryx designer 2023 installed but when he opens a workflow -all the tools appearing locked. What does this mean and how can we resolve this issue.

Does your colleague have a license to use Alteryx? Check under Options > Manage Licenses to ensure a license is there
