i need to convert Embedded text input data to a proper csv format.

Please suggest a solution for this.

Is your true source data stored inside a Text Input tool?

If someone provides a solution based on the sample data you provided, but the actual source data is something like a Text file, the solution may not work.

For the 2-line header rows, you'll need to provide information on how the header columns should line up.  Can you post expected output?

Start off with a Text to Columns tool, using the option Split to Rows.  Then you could use another Text to Columns, but your sample data is using multiple spaces, not a Tab character, to separate columns.  

Try a few tools, post your sample workflow and let us know where you're stuck.  And the expected output would help.
