Swapping specific data

Hello, 

Attached is an Excel file with sample of the data I want help with. I have 2 columns, old and new Order numbers. If the Old OrderNo starts with 004**** do nothing, but if it's starts with 002****** then swap the Old Order No with the New OrderNo field. 

So for Ex: Old OrderNo from the Excel 0040000637 will not be swapped, however Old OrderNo 0021814608 will be swapped with 0040003320 New OrderNo. Also If the Old OrderNo starts with 002**** and there is No New OrderNo then keep the Old OrderNo. as in the last record in the Excel file
