Summarize tool unhandled exception when trying to sort with no actions inputted

Hi there, pretty easy bug to reproduce here. If you place a summarize tool down and click on the "Action" or "Output Field Name" header to sort the section, you will be greeted by an unhandled exception.

I noticed this error in a 2022.x.x version and it is still in the 2023.1.200 version.

Not a life-threatening bug at all but would still be a nice thing to resolve.

I replicated your "bug", when trying to sort a Summarize Tool's Actions when no actions had been selected yet; I got this error:

It is an annoying behaviour, but very unlikely to happen.
