Splitting rows in a table

Hi

I would appreciate any assistance with splitting (some) rows in a table, such that the values in the original row are split between the original and newly created row.

It is best explained visually below and in the attached Excel file, which has further notes included. The rows which are to be split will have a known percentage to use for the split - as you can see, this percentage may be different for each row
