SharePoint Error 429

Hello, has anybody had issues uploading to SharePoint recently?
 
I am getting "Error while adding records: The remote server returned an error: (429)"
 
Error 429 seems to be throttling issues. However, I tried throttling with no success. Additionally, I even tried limiting the data to a single record and it still throws the error. Has anybody encountered this before?

Yes.

 

Our company connected another application (some kind of security monitoring application) to SharePoint that was constantly running and making lots of requests to SP. When our team finally discovered this, we worked with that team to make sure they are throttling their application appropriately and running at different times.
