I am hoping someone can help me. Its hard for me to explain what i am trying to do so I am posting the picture how the data is now and how i would like it to be:

 

Now:

Before.jpg

 

How i would like it to be:

After.jpg

 

I am also attaching the sample data file. Any help would be greatly appreciated!
