Select verifiers based on condition

Hi Everyone,

I am having issue with transforming this data in a usable format. I have tried the Multi-Row but was getting false positive, when I tried Transpose tool I ended up with more than the 1 or 2 verifiers per record.

The aim is for each transaction that we are to identify the final 1 or verifier. If a transaction is more than or equal to 20000 it should have 2 verifiers otherwise it should be flagged as an anomaly.   See below table for desired output.

Your assistance would be greatly appreciated.
