Select at least one sample from each group

Hi all,

Refer to the input table below. Could someone show me how to build a workflow that would select at least one sample from each group (in this case 4 samples). And if let's say the sample size is 5. It would pick one from each group and then select the extra one from the group with highest frequency, in this case, from Group C.
