Select Lowest Figure Linked to Unique ID

Hi All, 

Please could someone let me know what is the solution to a problem I have - Please refer to the attached file. The result I need is to get is the output that is the Results table from the Input Table. This is to select the lowest figure within the 'Cocoon_850 CostCompare_Road' column that is linked to the 'Shipment_ID' Column.
