Row_Number() over Partition by concept not returning right values

Question

Hello All,

I am trying to implement the Row_Number() over Partition by concept in Alteryx, but whenever there's a group of same items more than 2 times, from 3rd time the multi row formula is returning the previous row value. Just not sure why. I am a newbie to Alteryx, so not sure about all the tricks. I am attaching the Workflow and desired output, if anyone can, please do help!
